I was looking for the MJ Ghost video & ran across this:

It seems that little Miss Rihanna has been giving tatt's at NYC's East Side Ink without a license meaning that she could possibly face fines for three misdemeanors for the offense: as much as $300 for the first offense, $500 for the second, and $1,000 for the third. The tattoo shop could also face fines of its own for allowing for her to ink if the NYC Law Department decides to investigate further.
